The evidence begs a different opinion. This is regarding Alex's excellent article in Volume 24, Issue 3 May 2018 issue of The Prize Insider, Page 8, about a B series 33 proof sheet.

Here is what Alex wrote:
In Jeffrey Maxwell's column back in the Prize Insider Vol. 22, Issue #1, February 2016, he wrote a whole column about hunting for the holes in the palm puzzles. Briefly, some of these puzzles have holes completely through the back and some have just an indention. ... In Jeffrey's column he concludes that there are some with holes and some without holes; in my opinion it is just the printing process in which some prizes underwent harder pressure thus making the holes deeper.

I am writing this because I disagree that it is a matter of pressure. It is evident that these indentations/holes were made by two different tools/methods. The indentations are made by a dull object pressed into the card stock. The holes are crisply cut with a sharp die. Just my two cents.
