Can anyone definitively say when the first "screamer whistl"e appeared as a prize?

No, the company did not think of the prizes as important enough to keep such extensive records. You would have to be able to access all the similar whistles stored away in the boxes at COSI and and look at the dates on the archive cards. That would be a huge undertaking!
